The St Clements Primary Care Facility represents a landmark healthcare development in Winchester. This modern, three-storey building has been designed to replace the existing practice, providing patients with a more spacious, accessible, and sustainable environment for primary care.
Primary Care Surveyors has been closely involved in this long-awaited scheme, which has been more than 20 years in the making. Working alongside Assura—the appointed developer and leading investor in primary care property—we supported the practice through complex lease negotiations and advised on the development process, ensuring their long-term interests were safeguarded.

Project Overview
The journey to delivery has not been without challenges. Construction was delayed by unexpected archaeological discoveries, including an old well and human remains, which required specialist handling. Shifting financial conditions since the project was first conceived also placed additional pressures on viability.
Despite these hurdles, the scheme has remained focused on innovation and sustainability. The building has been designed to achieve net-zero carbon status, setting a benchmark for future healthcare developments. Once completed in early 2025, it will provide state-of-the-art general practice facilities, diagnostics, and specialised medical care.
